Overview: Due to the rapid development of the overall economy in Hsinchu area in recent years, the gradual formation of urban living perimeters, the continual expansion of the Science Park, the constant improvement of national income and living standard, and the sharp increase of vehicle ownership ratio and traffic volume, all the arterial roads in Hsinchu County gradually show saturation, especially the roads from the Zhudong Township to the Hsinchu urban district.

In view of this situation, the government offices successively take many traffic improvement measures, including the improvement project of the Hsinchu Interchange, the addition of interchanges in parks, 30-meter-long connecting road at the gage of parks, the connecting road of the Jingguo Bridge, and so on. In order to evacuate the interchanges and improve the use of land, another west-east arterial road system is greatly needed to connect various counties and cities in Hsinchu area. Although the west-east Expressway Nanliao-Zhudong Road can offer quick service of west-east traffic, its region accessibility is rather low. Therefore, the implementation of the eastward-extending project of the Gongdao 5th Road can not only relieve the traffic volume of the Guangfu Road and improve the overall traffic network of Hsinchu County but also promote the regional development of Hsinchu living perimeters. The project is planned to build the 50-meter-long Gongdao 5th Road and the 30-meter-long approach road and connecting road of the Jingguo Bridge, which starts in the west from the Hsinchu City to the approach road at the west of the interchange of the Xinzhongzheng Bridge on the west-east Nanliao-Zhudong road (the 68th Taiwan Provincial Road) through many regions in the county. The total length of this road is 5.0 kilometers. This road can connect to the Zhongxing Branch of the Industrial Research Institute. Purpose: This plan is expected to improve the road system in the Hsinchu living perimeters, to establish the complete regional transportation network, to integrate the transportation system in the Hsinchu living perimeters, to balance the urban overall development, to improve the existing road bottlenecks, to accelerate the county/city road construction, and to enhance the urban transportation service function.

The Origin of the Plan:
In order to coordinate with the development and construction of the Liujia HSR Stations Special District, to integrate the upgrading and transformation of regional high-tech industry, to attract high-tech talents to start their businesses, to connect the regional industry network, and to establish the complete north regional industry framework, our government presents the newly revised urban plan to implement the idea of Taiwan Knowledge Economy Flagship Park.
The Reason and Purpose of the Plan:
The idea of Taiwan Knowledge Economy Flagship Park aims at the improvement of the regional advantage of Hsinchu and the close integration of the Biomedical Science Park Plan of the HSR Industry Special District of 38 hectares. With the Hsinchu Biomedical Science Park Plan as the pilot project, the IC/SOC Research and Development Design Park and Hsinchu International Exhibition Center which are promoted by the local government, and the Science Park-like University City which is promoted by the Chiao Tung University, this plan is to essentially improve the environment conditions of the high-tech industry which can act as the starting engine of the development of Taiwan knowledge economy industry.
The purpose of the plan is as follow-

2.To have the sustainable development based on the natural ecosystem and the Hakka Culture.
3.To have new opportunities for the Rooting Homeland to improve the quality of life.
4.To provide the polynary biotopes with convenient traffic, beautiful environment and colorful life.
5.To aim at the new portal for the capital of the Asia and Pacific technology
The Overall Content and Conception of the Plan:
The Taiwan Knowledge Economy Flagship Park is planned to cover Zhubei and Qionglin districts, which is located at the north and east of the Hsinchu HSR Station Special District. Its northwest boundary is the urban planning district of Zhubei Doulun District; its southeast boundary is the Hsinchu HSR Station Special District; its south boundary is the embankment of the Touqian River; its north boundary should be the existing dam as far as possible. The total coverage is 446 hectares (including 8 hectares of land for maintaining the airport). Including 82 hectares of the industry special district, 40 hectares of the park-like university, 316 hectares of excellent living quarters, and 38 hectares of HSR industry special district, this plan is to build a complete-functioned industry park with the coverage of 484 hectares as the primary inland for the development of the rising high-tech and knowledge industry.
The Implementation:
The Taiwan Knowledge Economy Flagship Park Special District Plan belongs to new revised urban planning, which can be implemented only after the verification and approval of the Regional Planning Commission of the Ministry of the Interior. This plan got the agreement of the Project Team in principle on December 27, 1994, but its implementation coverage (including 8 hectares of the HSR Airport for Maintenance) is up to 446 hectares which is the upper limit for the new revised urban planning.
At present, the plan is being revised actively according to the examination opinions from the Project Team of the Ministry of the Interior. Except for the Zhubei Campus Establishment Plan (Amended Edition) which was sent by the Chiao Tung University on June 6, 1995 to the Ministry of Education for examination and does not get the approval letter of the Ministry of Education until now, all items have been done according to the conclusion of the Project Team. On March 14, 1996, the Ministry of the Interior agreed the amendment deadline can be prolonged to September 17, 1996. When the Chiao Tung University gets the approval of campus establishment from the Ministry of Education, this plan can be sent to the Regional Planning Commission of the Ministry of the Interior for review.

The Origin of the Plan:
After the Hsinchu Science-Based Industrial Park Special District was established in 1981, the highly-centralized development of the park industry and the rapid increase of manufacturers and the occupied population caused many problems, such as the traffic jams in the park and the surrounding, environmental protection, housing, business, relaxation space, and imbalance between supply and demand. Now, all the land has been offered to the manufacturers for use, and the new and old manufactures are still in great need of land to establish high-tech factory buildings, but the Science Park Administrative Bureau was late to handle the land requisition according to the Act for Establishment and Administration of Science Parks, thus it causes the owners of the land unable to make effective use of the land, causes some land left unused, and has a strong impact on the rights and benefits of the people and the regional overall development for about 20 years. In view of this, our government is to handle the second overall review of the urban planning in the hope of solving the related problems.
1.To adapt to the industry development requirements of the Hsinchu science parks, and to support various usages of land which are required by the industrial development.
2.To review the original land use plan according to the needs of the present and future urban development as well as the suggestions of the government offices, the communities and the people.
The Content and Conception of the Plan:
1.The primary goal of the future land use is to change from supporting the satellite bases of the high-tech industry development to the development which attaches importance to both technological production and living functions, to plan the living function land for the industrial area, residence and business, in order to fully develop the benefits of land to meet the local development needs.
2.As for the residential area, base conditions and planning principles should be considered. According to the topography, the base conditions and the development circumstances in the vicinity, the detailed plan in the future will classify the residential areas into three levels: low density, middle density and high density. As for the commercial zone, whether there is shopping center of a certain scale in the neighboring township should be considered; it is oriented to be a local shopping center, which is planned and built in the way of high volume and low building coverage ratio and becomes a landmark of the planning district.
3.Based on the topography and locational restriction, the industry restricted area is mainly planned to use the land of the science parks and ITRI (Industrial Technical Research Institute) in the vicinity.
4.Except for some built-up areas, this district should be developed in the way of sectional levy and handled by the non-governmental investors which are selected by our government when it is necessary.
The Planning Scope:
The planning district is located at Touchong Village, Sanchong Village, Erchong Village, and some area of Kehu Village in Zhudong Township, with the coverage of 445.92 hectares.
The Implementation:
This plan was resolved at the 632nd session of the Urban Planning Committee of the Ministry of the Interior on May 2, 1995 as follows: “The exhibition and explanation meeting should be held again. If no citizens or communities present suggestions in the public exhibition, the amended plan is approved; otherwise, this plan should be submitted to the Committee for further discussion.”
Therefore, the public exhibition of this plan was held again from August 21, 1995 to September 19, 1995, and the explanation meeting was held in Erchong National Primary School. It was discussed in the sixth review conference of the Project Team of the Ministry of the Interior on December 29, 1995, and in the review seventh conference of the Project Team (the second conference after the public exhibition) on April 30, 1996. The review conclusion was to ask the county government and the petitioners present a detailed plan to the Committee for review. The Vision of Hsinchu County (The Sewerage System) top
The Origin and the Purpose:
The expansion of urban development activities inevitably promotes the construction of sewerage system. Since 1975, in view of the fact that the popularizing rate of sewerage has become an evaluation criterion of the national competitiveness index, the Central Government has made a policy objective of overall promoting the sewerage construction, in order to enhance the national competitiveness, effectively improve the quality of the living environment, and promote the national image. The five river basins become the primary construction area. Hsinchu County is ranked the priority areas for implementation because Hsinchu County is located at the Touqian River basin where Zhubei and Zhudong areas are rather densely populated, and then the Qionglin, Hengshan, Baoshan, Hukou, Xinpu, and Xinfeng areas will be implemented successively so as to achieve the goal of improving the sewerage construction in Hsinchu County.
In order to achieve the policy objective of building Hsinchu County into a city of technology, culture and university, Hsinchu County has been ranked the major policy objective under the leadership of County Magistrate Zheng. So, Hsinchu County will overall promote the sewerage construction with this guiding spirit.
The Implementation:
(1) The Zhubei Sewerage System
The overall construction fund of this plan is about 5.85 billion Yuan. The system is constructed in three stages. With the fund of about 3.34 billion Yuan, the first-stage construction has three parts: the processing system, the pipeline collecting system and the customer pipeline connection, which are implemented simultaneously in favor of the early completion of the sewerage construction. There are 15 items which are handled in the same time in the first-stage overall construction: a recycling center with the capacity of 20,000 tons of water resource, 5 arterial pipelines, 4 branch pipelines, 4 customer connection pipelines, 1 factory-in road, and so on. The customer pipelines connection project was completed in 1997, at the same time, all the first-stage construction was completed to achieve the prospective objective of completing the pipeline connection of 9,308 customers and increasing the popularizing rate of customer pipeline connection in the whole county by 9%.
(2) The Zudong Sewerage System
The construction fund of this plan is about 2.24 billion Yuan. The system is constructed in two stages. With the fund of about 3.34 billion Yuan, the first-stage construction has three parts: the processing system, the pipeline collecting system and the customer pipeline connection, which are implemented simultaneously in favor of the early completion of the sewerage construction. There are 6 items which are handled in the same time in the first-stage overall construction: a recycling center with the capacity of 10,000 tons of water resource, 2 arterial pipelines, 1 branch pipeline, 1 customer connection pipeline, and 1 factory-in road. The customer pipelines connection project was completed in 1997, at the same time, all the first-stage construction was completed to achieve the prospective objective of completing the pipeline connection of 3,500 customers and increasing the popularizing rate of customer pipeline connection in the whole county by 3%.

Overview: In view of that transportation is the mother of construction, we are active to strive for the subsidy from the higher authorities and broaden the bottleneck sections of various townships. Recently, our government handled the local subsidy from the Ministry of Transportation and Communications which was approved by the Executive Yuan in 1995. The subsidy to Hsinchu County is 670,400,000 Yuan which includes the improvement project of 30-meter-long road in Zhubei City. This project has been brought into the Living Perimeters Plan of the Year1995 which will be implemented by Construction and Planning Agency, Ministry of the Interior. The Zhubei government office is in charge of levy work and builds the road section by section. It is predicted to be completed by the end of 1995.
Purpose: Many major plans have been implemented successively in Zhubei City, Hsinchu County in recent years, including the Sport Park, the Zhubei Campus of Taiwan University, the Liujia High Speed Railway, the Puyu Plan, the Biotech Park, the Tai Yuen Hi-Tech Industrial Park, and so on. At present, Zhubei City has a population of more than 100,000, and a large number of people move into this city successively. So, the government is active to promote the building of 30-meter-long outer ring road to meet the local needs.

Overview: On January 31, 1994, the Executive Yuan authorized The Comprehensive Planning Report of New Ten Constructions –M Twain Scheme (The Broadband Conduit Establishment Planning) in Taiwan Construction No. 0940080547 file. It predicted that the broadband conduit construction project of our county would be implemented in the future 5 years (1994~1998) in the way of the joint investment of the central government and local government. This project was taken by the conduit organizations within the popedom and was to lay broadband wires and accelerated fiber-optic to FTTH for the practitioners so as to achieve the objective of M Taiwan Scheme. In 1995, this plan was divided into 7 bids, whose construction area covered Zhubei City, Zhudong Township, Hukou Township, and Qionglin Township. The total length of the laid conduits is about 95,278 meters. The overall budgetary fund is 475,592,000 Yuan. Now, the project has been completed successively. In 1996, this plan was divided into 10 bids, whose construction area covered Zhubei City, Zhudong Township, Hukou Township, Qionglin Township, Xinpu Township, and Xinfeng Township. The total length of the laid conduits is about 130,666 meters. The overall budgetary fund is 718,663,000 Yuan. Now, the fiduciary design and manufacture of the project is being implemented.
Purpose: To solve the Last Mile problem of broadband network, to accelerate the laying of broadband network, to eliminate the obstacles of network construction, and to build excellent, high-speed and inexpensive broadband network environment.
The Planning of Extending the Nanliao-Zhudong Express Highway to the Zhudong Soft Bridge top
Overview: At present, the Nanliao-Zhudong Road is the only east-west expressway in the Hsinchu District, which starts in the west from the West Coastal Expressway at Nanliao, the estuary of the Touqian River, goes eastward along the south bank of the Touqian River and ends at the Zhudong Bridge of Zhudong Township, with the total length of 26.1 kilometers including the branch lines. Along the way, there are six interchanges, such as the West Coastal Interchange of the 15th Taiwan Provincial Road, the Interchange of Wuling Road, the Interchange of the 1st Taiwan Provincial Road, the Interchange of the Jingguo Bridge, the Interchange of the Xinzhongzheng Bridge, and the Zhudong Interchange. At present, this road can start in the east from the Touqian Bridge to Zhudong and then extends eastward to the Zhudong Bridge (neighboring the Rongmin Hospital). It can start in the west from the Interchange of the Gong Dao 5 Road to the Hsinchu Science Park and ends at the Nanliao West Coastal Expressway. This plan is mainly to improve the 68th Taiwan Provincial Road which starts from Nanliao to the Zhudong Soft Bridge District with the total length of 3.9 kilometers, to relieve the traffic flow from Nanliao to Wufeng Township through the Zhudong urban district, and to improve the quality of life and traffic level in the southeast area of Hsinchu County.
Purpose: To effectively enhance the integrity of Zhudong urban development and improve the connection of the regional transportation network in Hsinchu County, this plan will make the investigation of the traffic flow on the related junctions, and then seek the most favorable plan of traffic route and determine the optimal extending road based on the actual traffic data. Besides, it regards the existing traffic flow as the basis to estimate the future overall traffic demand to exert the highest development efficiency and use value of the whole town, to improve the road system of Hsinchu living perimeters, to integrate the transportation network of the living perimeters, and to reduce the traffic jams.

The Public Engineering of Sectional Levying
Enlarging and Changing the Urban Planning Sectional Levy Development in Zhubei (Doulun District)
National Taiwan University of Science and Technology:
Based on the gain of the land which is used for the establishment of the Branch School of National Taiwan University of Science and Technology, Hsinchu County Government implemented in particular the overall planning of Zhubei National Taiwan University of Science and Technology Planning District, gained the land by means of sectional levy to develop the urban marginal lands and improve the arterial traffic lines, and built the connecting road network of the future high speed railway to improve the rich resources of production, administration and learning as well as the excellent high-tech research and development and production environment. The County Third-Stage Sectional Levy Development – The Second Stage of Taiwan University:
In recent years, Hsinchu County has implemented the relocation and construction plan, the Zhubei Interchange of the Zhongshan Highway has been built, the Second North Highway is open to traffic, the Jhulin Interchange in Qionglin Township has been set, the manufacturers of Hsinchu Science Park have expanded their development scale successively, the High Speed Railway Liujia Station has been established, and the Zhubei Branch of Taiwan University and Taiwan University of Science and Technology have established their schools in Zhubei City.
To implement the urban plan in concert with the overall regional development, this plan is to develop the urban marginal lands and improve the arterial traffic lines as the connecting road network of the future high speed railway, to coordinate Taiwan University to establish the Hsinchu Branch in Zhubei City, and to solve the problem of insufficient land of the Zhongzheng National Primary School. It is expected to gain the land by means of sectional levy to promote the local prosperity and enhance the industrial competitiveness.
1.To integrate the urban development functions, and to construct the overall spatial structure of urban development.
2.To solve the problem of insufficient land of the Zhongzheng National Primary School, and to coordinate Taiwan University to establish its Zhubei Branch.
3.To combine the related development and constructions, to mould the local urban image, and to direct the sound urban development.
4.To build the ideal environment for the scientific, technological and academic life.
5.To plan the reasonable residential density, and to provide cozy space for living and moving as well as the diversified and continual public space.
The Plan of the Sectional Levy Development in Zhubei Huaxing Residential Quarter – Zhubei High School:
The Hsinch County relocation and construction plan is being implemented. The Zhubei Interchange of the Zhongshan Highway has been built. The manufacturers of the Hsinchu Science Park successively expand their development scale. These facts result in the closer relationship between the Zhubei Urban Plan and the Doulun Urban Plan.
This plan adds the public facility project of the road in the west of the Zhubei Urban Plan’s detailed planning district to solve the problem of road utilization in Huaxing residential quarter and the problem of insufficient space for the public infrastructure in the vicinity. Besides, this plan is to crease the sitting-out space for the residents, to promote the construction of the overall hydrophilic environment, to coordinate the connection of the regional road system, to accelerate the solution to the land for the 30-meter-long planning road, and to solve the problem that some scattered agricultural regions are no longer suitable for the agricultural utilization. This detailed plan covers the west of Zhubei urban planning district (including Doulun District), which is divided into five major blocks: (1) some sections of the Huaxing Street and the agricultural areas in its east and west side; (2) the agricultural area in the north of the Zhubei High School; (3) the agricultural areas in the north of the Douzipu River and through the west of the railway; (4) the agricultural areas in the north of the Douzipu River and through the east of the railway; (5) the agricultural areas in the north of the Douzipu River and in the east of Bo-ai Street. The total planning area covers 20.67 hectares.
Changing the Sectional Levy Development in Hukou Urban Plan – The Wangyelong Area in Hukou:
In Hukou Township, the Hsinch Industrial District is a major part of industry of this county and an important satellite industrial district of the science parks. After the sectional levy in Zhubei district and Xinfeng Songlin subdistrict achieved success, the sectional levy development of Wangyelong area in Hukou was implemented successively.
This district is located at the south agricultural area in the Hukou urban plan. In the north, it neighbors the Beishi River; in the south, it connects with the old Hukou urban planning district; in the east it ends at the 117th County Road as the boundary; in the west it ends at the railway as the boundary. The total area covers 71.95 hectares.
The Construction of Public Buildings
The Construction of Stadiums and Natatoriums:
In 1981, the separate administration between the county and city began. There was no big stadium in our county, so it was very hard to advance the sport activities. Taking office in 2001, County Magistrate Zheng Yongjin changed the original plan from only one outdoor stadium to three facilities such as one indoor stadium, one outdoor stadium and one natatorium to create a multiplex and perfect space for sport and relaxation.
1.The Hsinchu County Stadium offer the stands for 15,000 people. The stadium has a 400-meter-long track and the facilities of track and field events which comply with the international certification standards, and also has a 100-meter-long indoor track. The Hakka round earthbuildings are its typical buildings which integrate the strength and beauty of modernization and show the particularity of the Hakka architectural culture. This stadium is the first building which is honored with nine green-building marks of Ministry of the Interior.
2.The Hsinchu County Natatorium is planned to be a full-featured fitness center with the standard swimming pool and the pool for exercises which comply with the criterion of International Swimming Association. The FRP material is used to build the swimming pool for the first time thought the country. Besides, it provides the dressing rooms, swimming pools for children, swimming pools for babies, SPA pools, the sauna for men and women, and the steam rooms. On the second floor, there is a dancing classroom, a rhyme classroom, a fitness house, a simple restaurant with 750 seats, and a shop under the audience seats. This natatorium is operated according to the Promoting the Non-governmental to Participate the Public Construction Law.
3.The Hsinchu County Stadium integrates the connotation of Hakka spirit of Hsinchu locals in its form and adopts the silver grey hue which is implicit and elegant in its color. Without excessive decoration, it easily integrates into its architecture the unique Eight-Corner Attic of the Hakka architecture in the Liujia area. It will present rich changes along with the change of the watching perspective to show its implicit and elegant feature. In order to keep the proportion and unity between the main part of the stadium and the roof of the swimming pool, the streamline is adopted in these two objects to form a delightful contrast. To strength the impression of the flying eaves of the main entrance, it shows in the form of a pair of spreading wings. The pair of flying wings conveys the vital and fluent spirit with the use of light materials. The big platform matches the thick steps, which can not only extend the artificial square but also form a stable and strong base. The slanting of 9 degree seems to reduce the weight of the building itself. It is integrated into the surrounding landscapes and architectural environment to express the connotation of respecting the mother earth. Besides, it presents the associative perception and continuity by means of easily changing the form of the corner steps.
4.The construction of the stadium breaks through the tradition. The entrance of the audience is a toroidal platform which is seven meters over the ground. The platform sets an air-bridge to the audience seats, and sets the special stands for the patients and the handicapped. A parking area is set under the platform. This platform can meet many needs such as performances and relaxed presentations. The ground track field towers over the ground to shorten the distance between the players and spectators and give prominence to the players. The whole stadium is grand and bright with simple lines and advanced functions which comply with international standards.
5.The cable-stayed bridge is a bridge for walking and sightseeing which connects the home ground track field and the auxiliary ground track field. The bridge tower includes steel tube truss kingtower and single-cable plane, which is a lyrate cable-stayed bridge. The kingtower is 68 meters high which is constructed with the steel tube girder. It forms a strong triangular truss system with the combination of steel tubes, and balances the drawing force of the slings by means of the horizontal force offered by the slant kingtower to reduce the cost of construction. The bridge adopts the single-cable plane and lyrate system. The slings control the structure and spirit of the cable-stayed bridge. They can transmit the weight of girder to the kingtower, and then to the foot stall and the base. In this way the transmission of the force of the overall structure is formed.
The Construction Plan of the Central Park:
After the hardware construction of the Hsinchu County Park has been completed, the peripheral sightseeing facilities still need to coordinate with the overall planning construction. The park integrates the intention of the facilities for the recreational sport, the education and demonstration, the landscape (including the windmill), the green architecture (in concert with the nine green architecture index of stadium) and county flower park. It is planned to be a central mall which provides the people with the landscape façade of Hsinchu County for the recreational sport.
Promoting the Nongovernmental to Participate in the Public Construction
The Stadium and the Natatorium:
The completion of the public buildings must offer the sufficient use of the people. Because the governmental resources are limited, more human and financial resources must be consumed in order to offer good services. In coordination with the central policy under the condition of the fixed resources, the proper application of the nongovernmental resources is the necessary breakthrough. According to the Law of Promoting the Nongovernmental to Participate the Public Construction, Hsinchu County Government completed the commissioning operation of the natatorium. The nongovernmental operation of the natatorium is more flexible and efficient than the governmental operation of the natatorium, so Hsinchu County Government strives for the commissioning operation with the aid of the Public Engineering Commission. By the nongovernmental investment, it is expected to provide the people with more complete public construction.
The Commissioning Construction of the Sport Park’s Land
The northeast corner of the Independent Movement Park in the Sport Park covers 1.69 hectares, where a business center can be established.
