|The 115th Road Planning
Overview: The 115th County Road begins in the north from the junction between Guanyin Township, Taoyuan County and the 112th Road and ends at the junction between Qionglin Township, Hsinchu County and the 120th Road in the south, with a total length of 37 kilometers. This road goes through many townships such as Guanyin, Sinwu, and Yangmei Township in Taoyuan County, Xinpu, and Qionglin Township in Hsinchu County. This planning covers the south section of the 115th Road which is important to connect the Xinpu Township, Hsinchu County with Yangmei Township, Taoyuan County and belongs to a part of the Hsinchu Living Perimeters Road. The road intersects with Xiaoli River and Wenshui River, the road and the bridge are about 7~9 meters wide, and at the same time the widening project of Xinpu Urban Planning has been completed, thus the section of road becomes a bottleneck of traffic. The bridge is worn out, the surface drainage is in bad condition, and the road service level is barely passable in normal times. Exception for the public transport construction, most of related transport construction in the Hsinchu living perimeters are west-east expressways, access ways or regional corridors, but the 115th County Road in the new planning belongs to the north-south roads, so its widening will produce positive benefit for the road network of Hsinchu living perimeters. This planning should give attention to the landscaping with the conception of ecological humanity and sustainable development and turn this section of road into a green road with regional feature. Purpose: The 115th County Road is an important collector road between Hsinchu County and Taoyuan County, so its completion can enhance the relationship between the living perimeters of Taoyuan County, Hsinch County and Miaoli County, promote the local prosperity and balance the regional development. This planning is to rebuild the bridge on this section of road in accordance with the normal design of bridge, enhance the convenience and safety of pedestrians, and make drivers enjoy leisure and recreation. It can also improve the road service level of Zhubei City, Xinpu Township and National Expressway No.3, and solve the existing problems of difficult ceding right of way and traffic jams.

The Replacement Road of the 1st Taiwan Provincial Road                                                              top
Overview: This road is 4,000 meters long and 30 meters wide, from the 68th Wuling Interchange of Wuling Road in the north of Hsinchu City to the 1st Taiwan Provincial Road beside Minghsin University of Science and Technology, and requires a total fund of 1.7 billion Yuan. We are active to apply to the Central Government for the implementation of the plan as early as possible so as to benefit the local area.
Purpose: When the plan is finished, the vehicles from the Zhubei Area to the Hsinchu Industrial Park on the 1st Taiwan Provincial Road can directly connect with the 1st Hsinfengtai Road without through the 1st Taiwan Provincial Road within the urban district, so as to avoid the congested section of road.

The 3rd Hsinchu City Road Planning                                                                                                           top
Overview: The rapid development of the Science Park promotes the prosperity of the surrounding satellite towns in the Hsinchu Area. The 3rd Hsinchu Road is one of the important roads within the Baoshan Area from Baoshan Township to Beipu Township. The current 3rd Hsinchu Road is not enough to deal with the balanced development between rural and urban in Hsinchu Area and the solution to the traffic jam in rush hours, so it is planned to improve and widen this section of road. It is expected to improve and widen a 2.48-kilometer-long and 12-meter-wide road from the vicinity of Baoshan Area. This project is the 4th stage of the road widening project and the limit of works area is from 10k+020~12k+500 within the Baoshan Township. The total length of the project is 2,480 meters, from the Daffodil Road in the north to the previous construction end in the south.
Purpose: Based on the total traffic demand, this project is to exert the highest development efficiency and use value of the overall township, to improve the existing road traffic circumstances, to attach importance to both the preservation of human landscapes along the road and the environmental development, to enhance the road system of the Hsinchu living perimeters, to integrate the transport network of the living perimeters, and to reduce the traffic jams.

The 3rd Hsinchu Road Planning                                                                                                                    top
Overview: The 3rd Hsinch Road is a major road which connects the Xinzhuangzi Urban Planning District in Xinfeng Township and Shanqi District to the 1st Taiwan Provincial Road. It is also a collector road which leads to the Hukou Industrial Park. In rush hours every day, the frequent traffic jam of the 3rd Hsinchu Road (Jianxing Road) makes people and vehicles vie for road in continual danger. In view of this, the village office and the local people make joint efforts to widen a 2.2-kilometer-long and 15-meter-wide road from the vicinity of Shanqi District to benefit the common people. This project is to build a north-south collector road from the Jianxing Road (the 3rd Hsinchu Road) in Xinfeng Township to Xinzhuangzi District, which connects the West Coastal Express Highway to the 1st Taiwan Provincial Road. This project begins in the east from the junction between the first section of Jianxing Road and the Zhongxin Road and ends at the vicinity of the Xinfeng Village Office at the second section of Jianxing Road in the west, with the total length of 2,200 kilometers.
Purpose: Based on the total traffic demand, this project is to exert the highest development efficiency and use value of the overall township, to improve the existing road traffic circumstances, to attach importance to both the preservation of human landscapes along the road and the environmental development, to enhance the road system of the Hsinchu living perimeters, to integrate the transport network of the living perimeters, and to reduce the traffic jams.

The Project of New Road Connecting Guangming 6th Road and West Coast Highway in Zhubei City  top
Overview: The Hsinchu Living Perimeters Road System Construction Plan has been brought into the important work of [challenge of 20 Years: National Development Plan ? Island-wide Transportation Backbone Construction Plan ?The Road Planning and Conception ?Improving the Traffic Efficiency of Primary Arterial Roads] in 2002. Besides, in order to coordinate with the Zhubei local development requirements and to improve the road network and accelerated expansion in the urban planning district, Hsinchu County Government presented the plan of The Project of New Road Connecting Guangming 6th Road and West Coast Highway in Zhubei City to improve the overall transportation network framework of Hsinchu County. This road can not only relieve the traffic of the north-south and west-east transportation corridors but also promote the development of Zhubei City and Hsinchu living perimeters. Hsinchu County Government will handle the technical service of this road project planning according to the requirements of this transportation plan. This plan covers the area in the west of the 1st Taiwan Provincial Road in Zhubei City. The planning route starts from the intersection of Guangming 6th Road and Guangming 11 Road. It goes westward through the Douzipu River and Xinxi Street and intersects with the 118th County Road (Zhongzheng West Road). Then it goes northwestward through Lianxing Village, Mayuan Village, and Fengshan River and intersects with the coastal road. It ends at the West Coast Highwayî–¸ reserved ramp (located at about 70 kilometers of the road). The planning road covers the rural area and non-urban planning district with a total length of about 5,700 kilometers.
Purpose: This plan is to improve the traffic efficiency of primary arterial roads in Zhubei City according to the Hsinchu Living Perimeters Road System Construction Plan. It is to integrate the important arterial connecting roads in Zhubei City, to make a complete road system in the heart of Zhubei City, to establish the road functional categories in concert with the regional development, and to improve the road service function and level. This plan has considered how the roads coordinate with the overall city development.

The Connecting Road of Qiedong Interchange Project                                                                              top
Overview: In 1980, the former Department of Housing and Urban Development of Taiwan Province gotdown to the Hsinchu Living Perimeters Road System Construction Plan, which was approved by Executive Yuan to be implemented in 1993. In 1988, based on the conclusion of the Hsinchu Living Perimeters Road System Construction Plan, Hsinchu County Government made the plan of the Hsinchu Living Perimeters Mountainous Area Outer Ring Road Project to improve the traffic convenience of the west-east transit corridors in the Hsinchu living perimeters. The Nanliao-Jhudong Expressway is planned to diverge at Jhudong Township, go southward through the 122nd County Road, the Baoshan Township, the southeast of Hsinchu City and the Qiedong Interchange along the Second Northern Highway to the 1st Taiwan Provincial Road and the 15th Taiwan Provincial Road. The purpose of this plan is to share the west-east vehicle stream in Hsinchu County and to act as the connecting road between the residence community of Baoshan District, Emei Township, Beipu Township and the Qiedong Interchange in concert with the Science City Plan. This plan involves the Hsinchu living perimeters mountainous area outer ring road within the Hsinchu County, including the road from the Qiedong Interchange of the Second North Highway to the Xincheng Village in Baoshan County, planned to be 15~20 meters wide and 2.4 kilometers long, and the widening of Hsinchu 47-1 Road (from the Shuiweigou-Nankengzi in Baoshan County to the Guche section of road), planned to be about 15 meters wide and 3.1 kilometers long.
Purpose: In order to continue the spirit of the aforementioned plan to improve the overall traffic convenience and integrity of Hsinchu living perimeters and promote the development of the Science Park with its vicinity area (especially the Baoshan District), Hsinchu County Government made the Plan of Improving the Connecting Road from the Qiedong Interchange of the Second North Highway to Hsinchu County to achieve the ultimate goal of facilitating the traffic, balancing the urban and the rural, and improving the quality of life.

The Collector Road under the High Speed Railroad                                                                                   top
Overview: The Hsinchu Metropolitan District has become the area where the technology industry develops most rapidly with the strength of the Science Park in recent years. The major constructions such as the Second Taiwan North Highway and the High Speed Road are completed successively. The third-stage plan of Science Park, the development planning of Hsinch Science City, the special district plan of Hsinchu High Speed Railway Station, and the Zhuerke development plan are successively put into construction. Therefore, the Hsinchu urban district is expected to be a significant area for the development of the emerging technology and business in the North of Taiwan. With the growth of population and the concentration of business and industry activities, it is expected to effectively improve the quality of urban life and provide the urban people with the convenience of transportation by means of the construction of mass transit system and the improvement of service level. At present, the Zhubei Interchange and Hsinchu Interchange of Zhongzheng Bridge and Sun Yat-Sen Expressway reach the saturation state in peak hours of traffic flow. Before the plan is implemented, the traffic bottleneck has occurred on the connecting roads in the Liujia High Speed Railway Special District such as No.2 and No. 3 Doulun Roads (the Jingguo Bridge). So, after the Liujia High Speed Railway Special District is completed in construction, this plan is to build a linking-up road which is 40 meters wide and 3.6 kilometers long, from the Liujia High Speed Railway Station to the fourth section of Zhongxing Road. This road starts from the Dongxing Road (the 120th County Road) to the fourth section of Zhongxing Road (the 122nd County Road) through the High Speed Railway Bridge, the Touqian River, the west-east Expressway in Jhudong Nanliao (the 68th Taiwan Provincial Road), and the Gong Dao No.5 Road. It can not only connect the Hsinchu Science Park with the Institute of Technology but also connect the third stage of Future Science Park and the Biotech Park. The urban planning district covers the Liujia High Speed Railway Special District, the Puyu Planning District, the Biotech Park, the Ersanchong urban planning district, the Hsinchu Science Park, and so on.
Purpose: We expect that the construction of this plan can effectively improve the quality of urban life and provide the people in the urban district with the fine and convenient transportation. With the development of Hsinchu Science Park as well as the technology and the technical human resources, the plan is to build a portal for the exchange of international technology development which can attract the multi-national high-tech industries to make investment and build factories in Taiwan and promote the development of the cultural and tourism resources with the regional feature.

GUIDE TO FOREIGN INVESTMENT IN REAL ESTATE IN TAIWAN, ROC.                                                        top
I.BACKGROUND
In order to adapt to the international economic liberalization, increase the efficiency of foreign capital investment, promote better use of foreign technical know how in the exploitation of land resources, and based on the principle of reciprocity, aliens or foreign companies are permitted to acquire land in Taiwan, ROC, according to the regulations specified in Article 18 of the Land Law, excluding lands used for forestry, aquaculture, hunting reserves, salt plants, mineral deposits exploitation, water resources, military bases and areas, and land adjacent to the national frontiers as defined in Article 17 of Land Law. Aliens and foreign companies can also make investment in real estate or other industries in the country that may increase foreign investments in ROC industries, provided that the investments are helpful to major infrastructure projects, to the overall economy, or to agricultural and animal husbandry industries according to related articles of the Land Law that were amended and promulgated on 31 October 2001. 
II.REGULATIONS GOVERNING THE ACQUISITION OF LAND IN TAIWAN BY ALIENS
A.Principle of reciprocity: Only aliens from countries that allow ROC citizens to acquire land may enjoy the same rights to acquire land in Taiwan, ROC. (Article 18, Land Law)
B.Types of land: Land for forestry, aquaculture, hunting reserves, salt plants, mineral deposits exploitation, water resources, military base and areas, and land adjacent to the national frontiers shall not be transferred to, used as collateral by, or leased to foreigners. (Article 17, Land Law)
C.Purposes of land use: Aliens may acquire land for personal use, investment or public welfare purposes to build residences, as business sites, for office buildings, shops, factories, churches, hospitals, schools for children of foreigners, embassies or consulates, public welfare institutions offices, or cemeteries.  In addition, aliens may be allowed to acquire land for investments helpful or useful in major infrastructure projects, overall economic development, or agricultural and animal husbandry industries that are approved by the government authorities concerned.  (Article 19, Land Law)
III.APPLICATION PROCEDURES
A.General Procedure
Aliens acquiring land for purposes specified in Item 1, Paragraph 1, of Article 19 of the Land Law shall file an application with relevant documents to the local land registration office before forwarding it to the concerned city or county government for final approval. (Article 20, Land Law)
B.Procedure to Acquire Land for Investments in Major Infrastructure Projects, Overall Economic Development, or Agricultural and Animal Husbandry Industries
According to Item 8, Paragraph 1, of Article 19 of the Land Law, land acquisition for large investments in domestic infrastructure projects, overall economic development, or agricultural and animal husbandry industries shall first be approved by the ministries concerned. The land acquisition application may then be submitted according to the procedure specified in Paragraph A. (Article 20, Land Law)
IV.ACQUISITION OF LAND PROCESS FOR ALIENS
A.Applicable Regulations: Articles 17 to 20, Land Law of the ROC.
B.Competent Agency: Land Registration Office where the land is located.
C.Documents required:
i.Application for land registration.
ii.Identity documents of landowner, leaseholder, and buyer.
iii.Transaction and transfer agreement.
iv.Tax payment or tax exemption certificates.
v.Documents of reciprocity (This requirement may be waived for aliens from countries listed in the List of Reciprocal Nations for Aliens Acquiring Land in Taiwan, ROC).
vi.Land Zoning certificate (This requirement may be waived for non-urban land).
vii.Land title deed.
D.Processing time: 7 to 14 working days for approval.
E.Cost
According to the Land Law, 0.1% of the value of land rights shall be paid as registration fee when applying for alteration of land rights.
F.Land Registration System of Taiwan, ROC:
The land registration in Taiwan means the registration of the rights and other interests associated to land and buildings, also known as registration of real estate.  The land registration office shall be liable to indemnify the actual proprietor for damage or loss incurred from errors, omissions or falsification made during registration by the land registration office concerned in order to protect the effective land rights and interests obtained by the third party for trust registration?.  After registration of land or building rights and interests, a title deed or certificate of ownership will be issued as proof that the proprietor is entitled to such land or buildings rights and interests.
